Hugh J. Gallen was born on July 30, 1924 in Portland, Oregon. Hugh was an American automobile dealer. He also Democratic politician from Littleton, New Hampshire. After he served in the New Hampshire state House of Representatives, he then won two terms as Governor.

Hugh Gallen served as governor from 1979 until his death on December 29, 1982. Although he was elected twice for a two-year term as governor, Hugh was defeated in his bid for the third term in 1982. In November of 1982, Hugh became seriously ill due to a rare blood infection. So he was unable to function. Hugh forced to yield his powers to Vesta M. Roy, the president of the Senate. Who became acting as governor. He died a few days before the inauguration of John H. Sununu, his successor.
